DocumakerAdministrator Page Fail With "The Page Has Expired" Error (Doc ID 2829860.1)

On : 12.6.4 version, Enterprise Edition

When accessing the documakerAdministrator URL after authentication getting below error:
 "The page has expired"

Server log can see below error:
<BEA-100028> <The session data could not be deserialized.
oracle.jbo.PCollException: JBO-29114 ADFContext is not setup to process messages for this exception. Use the exception stack trace and error code to investigate the root cause of this exception. Root cause error code is JBO-28010. Error message parameters are {0=PS_TXN_SEQ}
