On DEV: 5.5.1 version, Install, Migration, Upgrade
CCG deployment fails after upgrade to Weblogic 12.2.1.4 as part of upgrade to 19c and Weblogic 12.2.1.4.
ERROR

java.lang.ClassNotFoundException: oracle.as.scheduler.MetadataServiceLocal

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply the patches patch sets as per <Note 1080374.1> Critical Patch Information for Oracle Configuration Controls Governor (CCG).
2. Install the Weblogic 12.2.1.4
3. Since database is 19c, follow the additional steps requested in <Note 2743579.1> CCG (Oracle Configuration Controls Governor) Certification On 19c Database
4. Additional steps followed n Weblogic 12.2.1.4 are provided in this document.

Section - Complete the following steps only if you use WebLogic Server 12.2 (12.2.1.3) - pages 25,26
7. CCG application is not accessible.
8. Delete the installed CCG application and install it again -> getting above error message.
