Getting Error "Insufficient Privilege" While Adding Items to the Relationship Tab of an Item (Doc ID 2830310.1)

Symptoms

Unable to add items to the relationship tab of an Item even if the user has the required privilege

ERROR
"Insufficient Privilege"

STEPS
The issue can be reproduced at will with the following steps:

  1. Log in to Web Client.
  2. Create Part P00001.
  3. Create Change Order C00001. Add P00001 in Affected Items.
  4. Set Lifecycle Phase to any value other than Preliminary.
  5. Release Change Order C00001.
  6. Repeat steps #2 to #5 using P00002 and C00002.
  7. Add P00002 to Relationship tab of P00001.
