Error "Cannot Use Drop View With Resourcelimit Because Resourcelimit Is a Table" While Upgrading SQL Server Database From 16.2 to 20.12 (Doc ID 2830911.1)

Symptoms

When attempting to upgrade a SQL Server database from 16.2 to 20.12, using dbsetup, the error below occurs:

ERROR

"existing database is
Cannot use DROP VIEW with 'RESOURCELIMIT' because 'RESOURCELIMIT' is a table.
Use DROP TABLE.SQL Query:
IF EXISTS (SELECT 1 FROM sysobjects WHERE name = 'RESOURCELIMIT ' and type='V')
   DROP VIEW RESOURCELIMIT"

STEPS

The issue can be reproduced at will with the following steps:
1. Run dbsetup.bat
2.  Observe reported error.
