ECE Usage Redirection Is Occurring In DGW For Alternative Usage Request Instead Of Each Usagerequest (Doc ID 2831355.1)

ACTUAL BEHAVIOR
---------------
After reaching the data allowance limit (eg:- 500MB), every alternative Credit Control Request Update (CCR-U) only returning Redirection in the Diameter Gateway (DGW) logs.

EXPECTED BEHAVIOR
-----------------------
After reaching the data allowance limit (eg:- 500MB), every CCR-U request should return Redirection in the DGW logs.

STEPS
-----------------------
The issue can be reproduced with the following steps:

Account is created with Roaming surf abroad bundle.
Bundle has 500MB daily data limit
After reaching 500MB consumption, getting the Redirection correctly with Granted Service Unit (GSU) as 0.
However next Usage request with Used Service Units (USU) 0 is not giving the Redirection.
Try another request, then able to see the Redirection.
Note - This is happening for every alternative request.
