Effective Pricing Is Not Getting Saved If We Change Only Rate Value (Doc ID 2831588.1)

Symptoms

On RMB v2.9.0.0.0, Effective pricing is not getting saved if we change only rate value.

ACTUAL BEHAVIOR
------------------------------
In our implementation we only have effective pricing on account.
If we update only rate value (CI_PRICECOMP change) on an existing effective pricing on an account and save it, the changes are NOT saved.
If we update rate value (CI_PRICECOMP change) along with something that triggers a change in CI_PRICEASGN, like changing price assignment type from “Regular” to “Post Processing”, then both changes are saved.
 
EXPECTED BEHAVIOR

We have a workaround (if rate value (CI_PRICECOMP change) is updated alongwith something that triggers a change in CI_PRICEASGN, like changing price assignment type from 'Regular' to 'Post Processing', then both changes are saved), but an expectation is to have changes saved with only updated Rate value.

STEPS
--------------------------------
1) Go to Person Information -> Account -> search
2) Select one account for which effective pricing is present
3) Edit the pricing and change the rate value amount.
