Customer Not Getting Into Collections Due to Recent Change In Fm_collections_pol_get_valid_scenarios

On Billing and Revenue Management (BRM) 12 Patch Set 4 upgraded from Patch Set 3, customer is not getting entered into collections and observed an error in fm_collections_pol_get_valid_scenarios.cpp. Below is the error:
STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
a. Create Customer and make Payment faliure
Note: Updating the profile with the failure reason (SOFT/HARD decline)
b. Run pin_collections process, which triggers a call to PCM_OP_COLLECTIONS_POL_GET_VALID_SCENARIOS.
Customization done by which the respective search template (mentioned in the problem statement) gets updated.
Issue occurs since PS4, it is adding the BILLINFO_OBJ in the search template
