On : version, Rating business logic

One user is currently working on making a single instance of Billing and Revenue Management (BRM) system to handle two set of accounts. Assume the current system is built for Account-A, the user is doing the code refactoring works to handle Account-B and trying to reuse the older numericCode but with common names, Balance Element ID (BEID) codes which can referenced in both the business.

Earlier, the balance element name was kept like 'Local Data' and code as 'AB'. This will be modified as 'Domestic Data' and code as 'CD'. However, the balance element consumption is not happening properly post BEID code changes.

Data buckets should be properly granted/consumed.

It creates a new BEID code bucket in the cache with 0 balances and the old BEID code bucket also still available in the cache.  But, the data consumption is not happening in any of the buckets.

1. Modify the BEID code, symbol & name in the balance element without changing the numericCode value.
2. Import the balance element
3. Process some online usages

The scenario works properly for the new customer created after changing the BEID codes.
