acsProfileCompiler Fails to Start with "ORA-01012: not logged on" Error

Symptoms
On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C or 3C), the acsProfileCompiler process fails to start with the following error:
ERROR: CustomerTNRangeCompiler::isCompileNeeded():SELECT FROM ACS_CUSTOMER : ORA-01012: not logged on
As a result, acsProfileCompiler never successfully starts so no Advanced Control Services (ACS) profiles are ever (re-)compiled. acsProfileCompiler ends up stuck in this loop as the operating system continually tries to restart the process.
