ERROR "ORA-00439: feature not enabled: Online Index Build" When Using the 'Dbsetup' Database Setup Wizard to Upgrade a P6 Database (Doc ID 2833207.1)

Symptoms

When attempting to upgrade to P6 21.12 using the dbsetup.bat Database Setup Wizard, the following error occurs:

ORA-00439: feature not enabled: Online Index Build

The issue can be reproduced at will with the following steps:

  1. Run dbsetup.bat to upgrade the P6 database to 21.12
  2. Enter the database details in the Wizard to start the upgrade.
  3. Note the error.
