Terminate Request after SIM Change failed with DIAMETER_RATING_FAILED (Doc ID 2833666.1)

Symptoms

On Oracle Communications Elastic Charging Engine (ECE), 12.0.0.3.0 version, Rating business logic

ACTUAL BEHAVIOR:
---------------------

When a Subscriber Identity Module (SIM) change is done for a Subscriber in Network and Billing and Revenue Management (BRM), it is observed that the Terminate Request for the existing Session (for the old SIM) is getting failed with DIAMETER_RATING_FAILED.

Response received from ECS:

The number of Stale Sessions are getting increased due to this issue.

EXPECTED BEHAVIOR:

After Subscriber Identity Module (SIM) Change, for the old International Mobile Subscriber Identity (IMSI) which is an existing session, the Terminate Request should be Successful.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create an account.
2. Initiate a session by sending CCR-I Message.
3. Update a session by sending CCR-U Message.
4. Do the SIM Change via API Call "PCM_OP_DEVICE_ASSOCIATE" and un-pair the old SIM and pair the new SIM.
5. Terminate a session by sending a CCR-T Message with old SIM and check if it is getting failed with Result Code "Diameter Rating Failed"
