Start Service Process Flow is not showing all services for the Premise, if there is a gap

When we start a service on a premise that is on Pending Stop, it will not show all of the valid services for that premise if the Service Start Date is after the Pending Stop End Date of the SP's SA. This is allowed in the old Start/Stop page. Also allowing services to start even if there is a gap in between from the old customer moving out to the new customer moving in.
