Symptoms
CLEAN response is not populated with EXTERNAL DATA - while placing a FEDWire Transaction along with the external data.
Steps to reproduce :
1. Place a FEDWire Transaction along with the external data as in the logs.
2. Make sure there are no hits and it generates the CLEAN Response.
3. Observe the response.
Expected: Response is expected to populate the EXTERNAL DATA.
Observation: External data is not populated in the response.
Response generated in rti-server.log :
