 MSS 6.3.0 | Reconcile In Background

Recently we installed Background Processor Server in MSS production Environment. We have tried to activate it for 4 users .During equipment reconcile  ,for 2 users it works fine , but for other 2 users ,the  background button is Disabled.  What could be the problem ?
