Unable to Load Zero Usage CDR/Event Using Pin_rel Command (Doc ID 2834408.1)

Symptoms

When the first usage of the rated file has zero usage, the following error is logged in pin_rel.pinlog while loading the rated events to BRM using pin_rel command:
