Bulk Load of LOGICALDEVICEACCOUT Using Execute Rule Causes a Performance Issue and/or [STUCK] Thread

Symptoms
The initial problem was the reported as java.lang.OutOfMemoryError (283k instances of LDA occupying 1.6 of memory that contributes to 65% of total heap) but after increasing the heap size the real problem was exposed. Now reporting problem (resolved the OutOfMemoryError) being time it takes when they execute their process to create bulk logical device account data using the Execute Rule option in the UI. The problem is related to data volume on the LOGICALDEVICEACCOUNT table. There are approximately 230K+ LOGICALDEVICEACCOUT rows all associated to the same LOGICALDEVICE / SPECIFICATION in the environment that takes approximately minutes to add 10 accounts. In a pre-production environment there are only 1200 LOGICALDEVICEACCOUT rows tied to the same LOGICALDEVICE / SPECIFICATION and the same execute rule process completes in 17 seconds.
