RPLATUPD Batch Aborts With ORA-00001 Unique Constraint Error

Symptoms
When running the rplatupd batch, it aborts with the following error:
rplatupd_1~20211027074020~post_activations~REPL_ITEM_LOC~-1~ORA-00001: unique constraint (RMS19.PK_REPL_ITEM_LOC) violated~ARRAY INSERT: item 25
steps to reproduce:
-------------------------
1. Pick an item/loc that is already in REPL_ITEM_LOC.
2. Crete replenishment attributes for the Item/Loc via the induction process.
3. Run RPLATUPD job. Note it fails with the above error.
