Forwarding To Do Entry when the user has a role is incorrect

When attempting to forward a To-Do to another user the rule
"If the new User has the To-Do Entry's current Role then use it" is not working as expected.
It is instead using the default role for the To-Do Type (If valid for the User) or the first Role in common between the To-Do Type and User otherwise.

Steps to Recreate
Take a To-Do Type TDTYPEX - With 3 Valid Roles
  ROLE1 (The Default), ROLE2 and ROLE3

  ROLE1 ROLE2 ROLE3
USER1 YES YES NO
USER2 YES YES YES
USER3 NO YES NO

To-Do Entry of Type TDTYPEX
Assigned to USER1 and ROLE2
  Attempt to Forward to USER2
Role Should Default to ROLE2 - But Instead Defaults to ROLE1
