Account Condition Table - Timestamp is getting updated even though the key columns not updated

Symptoms
ACTUAL BEHAVIOR

Last update date is getting stamped/updated every hour as and when SET-QCS runs.
QCS is configured for hourly, ACO_ACC_ASIGN_DATE is getting stamped with the "LAST_UPDATE_DATE" , there is no change to the record for ACO_ASG_CODE or ACO_USR_CODE
EXPECTED BEHAVIOR
-----------------------
When there is no change in the record for ACO_ASG_CODE or ACO_USR_CODE, last updated date and time should not be updated in the table(account_conditions) for ACO_ACC_ASIGN_DATE
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Execute the batch job under SET-QCS
2. Check the account condition table column ACO_ACC_ASIGN_DATE.
3. Check whether the account condition record is updated for ACO_ASG_CODE or ACO_USR_CODE
