Scenario:

System is upgraded from 7.5 to 12 Patch Set 4
Need to migrate existing Customer Center users to Billing Care
There are about 200 plus users that need to be migrated
In Billing Care which is deployed in Weblogic server, manually creating each user with its associated role from the admin console will be cumbersome
