PAPV Node Fails To Send Announcement To Ussdgw In 12.0.4 (Doc ID 2836153.1)

Symptoms

After upgrading Network Charging and Control (NCC) environment running on Solaris 11.4 from 12.0.2 to 12.0.4 version, a problem has been noticed with USSDGW (Unstructured Supplementary Service Data Gateway) process as it doesn't return announcements to slee_acs.

As per slee_acs debug, it can be seen TCAP (Transaction Capabilities Application Part) message is sent by slee_acs during execution of PAPV (Play Variable Part Announcement) feature node containing two components as following:
