ALM Cash Flow or FTP Process is Failed With No Errors in Log (Doc ID 2836223.1)

Symptoms

On ALM8.0.x all the cashflow engine tasks are failing. The ALM debug log shows the following statement as the last statement in the log and no other process errors are written:
