Capacity In The Planner's Workbench Does Not Appear To Be Accurate

PROBLEM
-------------
Using Oracle Master Planning/MRP with Capacity, and WIP. The Capacity on resources in Planner's Workbench when adjusted using a Simulation Set does not appear to be accurate and does not match the capacity in the Job workbench.
1. Defined a Resource in a department with 6 Units available and 60% utilization on one 8 hour shift 5 days per week. (should be 144 hours per week)
2. Enter a Simulation Set to adjust (reduce) capacity by 2.99 Units. Same Simulation set is used in the MRP Run.
3. Job Workbench is showing 72.5 hours available on the resource -- roughly equal to (6 - 2.99) * 8 * 5 * 60%
4. Planner Workbench - the Resource Availability is showing 24.8 hours available. -- which is due to not applying the 60% utilization to reduced capacity of 2.99
Calculations are:
resource units 6 x
resource days 5 x
hours/day 8
total 240
Now apply 60% 240 x 60% = 144 - normal week with no sim set
minus 2.99 x 8 x 5 x 6 = 119.6 - the 60% not applied here
so MRP WB shows 144 - 119.6 = 24.4
WIP uses 2.99 x 8 x 5 x 60% = 71.76
WIP WB shows 144 - 71.76 = 72.24
STEPS
--------
BOM / Resources / Departments - query department and go to resource line click Shifts / then Capacity Changes - setup per business requirement
Material Planner / MRP / Names - click Options and add Sim Set , save them click Launch
Material Planner / MRP / Workbench - Resources - check resource and then drill to Horizontal Plan
WIP / Discrete jobs / Resource Workbench - Query resource - click show resource graph
