Symptoms

PS solver does not respect JIT build strategy setup in solve stage sequence rather uses pre-build DRA strategy to schedule the orders on the corresponding resources

Steps to reproduce:
1. Create a PS model and setup solve stages with 2 build strategies- Stage 1 uses Pre-build strategy for the first set of resources and Stage 2 uses Just In Time (JIT) strategy for the second set of resources.
2. Solve the model
3. Review the results and observe all orders scheduled on resources added to JIT solve stage sequence is pre-built and not schedule on time using JIT build strategy
