ACTUAL BEHAVIOR
---------------
Saving event details with restoration time in OMA, should move event status to RST instead of INC

Currently, if OMA user provides restoration time and save event details -> Event status is changed to INC, instead of RST.

Expectation is to change the event status to RST and event should be still retained in the OMA user list. If OMA user un-assigns the RST event, event status should be changed to INC automatically.

How To Repreat
In OMA:
1. create an outage on a device by opening it creating a real outage.
Check the box to assign the outage to you.
2. open the outage details and set the restore time and save it.

Before this fix, the event would go to INC status.  After this fix, it will go to RST status.
