Scheduled Date Of Work Order Is Set To '01-JAN-99' But ASAP Is Not Processing The Order (Doc ID 2846508.1)

Symptoms

The sched_dts is set to '01-JAN-99' but ASAP is not processing the orders. In our knowledge, if the due date of the work order (sched_dts) is dated 01-JAN-99 ASAP should process the order immediately but it is getting stuck in Initial status. We still have to manually release the work order via OCA or update the sched_dts via DB using the current date.
