Simple Promotion not Applied When Created for Itemlist with Just SKU Level Items (Doc ID 2846607.1)

Symptoms

A simple promotion that was created for ItemList, which contains only level 2 items (SKU), does not apply in RPM and is not published for XStore.

Steps to Recreate:

1. Create an item list with only SKU level items (level 2).
2. Create a Simple Promotion for the above item list at zone or location level.
3. Bring the promotion to Active status.
4. Verify that it was not applied or published (tables RRPM_FUTURE_RETAIL,RPM_PROMO_ITEM_LOC_EXPL,RPM_PROMO_DTL_PAYLOAD,etc.).
