BRM 12 PS4 Policy Flag Grant To Owner Is Not Happening For Member Usage.

Symptoms
In a usage scenario, the member usage is started. As per the use case it will trigger the discount present at owner level and performs the balance grant.
This is tested on BRM 12 PS4 IP1. Here rating period impact is looking fine and it is pointing to owner balance group.
But after rating, while impacting the balance, it is impacting the member balance instead of owner balance.
Note: In BRM 12 PS3 it was working fine, both rating and balance impact was impacting the owner balance group.
