LBYPROC Ignores Settings Defined In The < LBYPROC > Ini Group. (Doc ID 2846761.1)

ACTUAL BEHAVIOR
---------------

We are using the LBYPROC's ADD feature to insert objects in a target library, and that works fine, but only if any of the objects we are trying to add are not already present in the target library.

Based on the extraction criterias in Qa1, it could happen the an object previously added to the Unit1 library is included in the new bundle of files to add to Unit1. If that happens, LBYPROC just stops processing and returns an error code of 8.
To circumvent this, I have added this option to my fsiuser.INI. file:
< LBYPROC >
TermLevel = None
ZeroPromote = Success

That did not solve the issue, still same problem, which leads me to believe that LBYPROC just ignores these settings.

EXPECTED BEHAVIOR

LBYPROC would not ignore settings defined in the < LBYPROC > ini group.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Extract the objects from the Qa1 library in the Development.
2. Move the objects files on the Certification platform.
3. Add the objects in the Unit1 library.
