ECE Not Generating SNR when Policy Counter Status Changed

Symptoms
On : 12.0.0.3.0 version, Diameter Gateway
Consider this scenario:
In Credit Control Request Update (CCRU), Session-Id = ska0381_1 and CC Request-Number = 6, policy threshold has breached for DXXX and MXXX.
• Two Policy Specs: DXXX and MXXX.
Initially, the Spending-Limit-Answer (SLA), for both, it was set as “-2”.
After the total 500MB data consumption, ECE balance cache is updated correctly for both the policy counters and the value for DXXX and MXXX is as “-1”
• Policy counter changes and the respective Subscribe Notification Requests (SNR).
• SNR is generated for only DXXX. However, there is no SNR generated for MXXX in ecs1.log and diameterGateway1.log.
EXPECTED BEHAVIOR

We should have SNR generated for both DXXX and MXXX.
STEPS

Configured one Domestic Offer and created account with the Bundle and Credit Threshold set at -500MB.
