Periodic Charge Parameter renewPCAtMidnightTZ No Longer Works (Doc ID 2846794.1)

Symptoms

On Oracle Communications Network Charging and Control (OCNCC or NCC) versions between 12.0.1 and 12.0.4 (inclusive), the renewPCAtMidnightTZ parameter no longer has any effect.

This parameter is used to define the timezone in which Periodic Charges (PC) are deemed expired, as of the last midnight.  For example, if renewPCAtMidnightTZ is set to "NZ", and the PC has an expiry date of:

2022/01/15 14:00:00 NZDT or 2022/01/15 01:00:00 UTC

Then the PC is deemed expired from:

2022/01/15 00:00:00 NZDT or 2022/01/14 11:00:00 UTC

Due to this issue, the PC is not processed until after the adjusted expiry date has passed, ie. 2022/01/15 14:00:00 NZDT or 2022/01/15 01:00:00 UTC.
