Different Behavior for Never Value of Stop Charging Param on 7.5 PS22 and 12 PS3 IP3 (Doc ID 2847575.1)

On environment running Pricing Design Center (PDC) with Billing and Revenue Management (BRM) having Pipeline Manager as rating engine, one is executing the bellow scenario:

1. set pin virtual time (pvt) on 5-sep-2021: pin_virtual_time -m2 090514442021

2. create an account having Billing Day of the Month as "1" and Billing Frequency as "Monthly". Purchase Quarterly Cycle charge offer with future start dates. To be noted "Stop Charging" parameter for the Quarterly Cycle Forward (QCF) charge is set as "Never"
Ex. Account created on 05-Sep-21 and Charge offer start dates are 01-Nov-21.

3. set pvt on 1-oct-2021: pin_virtual_time -m2 100114442021

4. execute pin_bill_day for account created in step 2 (this is 1st bill)
 no charge is created. bill amount is 0
5. set pvt on 1-nov-2021: pin_virtual_time -m2 110114442021

6. execute pin_bill_day for account created in step 2
  charge is created even charge offer is inactive, and is included in the 1st Nov bill
But, when executing the same scenario on environment running PDC 11.2PS1 with BRM 7.5 PS22, no charge is created when pin_bill_day is executed on 01-nov-2021.

Is this about a known bug in BRM 7.5 PS22 which has been fixed meanwhile?
If not, what is the explanation for different behavior?
