Symptoms
On Oracle Life Sciences Data Management Workbench (DMW) 3.1.0 version,
When attempting to assign a TMS dictionary to a DMW study,
the following error occurs:

The issue can be reproduced with the following steps:
1. Check out a study.
2. Select TMS tab.
3. Select a Dictionary and attempt to add it to the DMW study.
