Allocation messages published to MFQUEUE when created between 2 VWH belonging to same PWH

Issue: Allocation messages are getting published to MFQUEUE
if allocation is created between two virtual warehouses belonging to same physical warehouse(Book Transfer functionality)

EXPECTED BEHAVIOR
-----------------------
No entry should exists in mfqueue tables.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create the allocation between two virtual warehouses which belongs to same Physical warehouse
2. Check the allocation in ALLOC_MFQUEUE table
Note: Issue: Allocation messages are getting published to MFQUEUE
if allocation is created between two virtual warehouses belonging to same physical warehouse(Book Transfer functionality)
