ORA-012203 TNS:Unable to Connect to Destination Logging into FDM Admin After 9i Client Installed (Doc ID 285098.1)

Symptoms

You already have Oracle Financial Services Applications (OFSA) 4.5 installed on a PC.  You then install the Oracle 9i client using the Universal Installer.  After installing the Oracle 9i client, you can no longer login to Financial Data Manager (FDM) Administration.  You receive the following error when logging in:

ORA-012203: TNS:unable to connect to destination

You can log into the other OFSA applications (Balance and Control, Performance Analyzer, etc.)

The tnsnames.ora and sqlnet.ora files are correct and identical in these two locations:
orawin/network and orant/net80
