Error at External Manager Gateway Restart

Symptoms
When Oracle Communications Billing and Revenue Management Elastic Charging Engine (ECE) and Oracle Communications Billing and Revenue Management (BRM) version 12.0.0.3 are being integrated together, the External Manager (EM) Gateway is a mandatory ECE component used for the following tasks:
- Synchronizing customer data between BRM and ECE in real time
- Processing rerating requests
- Fetching real-time balances from ECE
BRM client applications or any client tier module can be configured, such as Web Services Manager or Java Connector Architecture (JCA) Resource Adapter to use encrypted Transport Layer Security (TLS) sockets to connect to BRM server.
When the EM Gateway is configured as JCA cluster, there is a known issue when it is being restarted, transactional issues and deadlock can be encountered.
The EM Gateway, throws ERR_TRANS_ALREADY_OPEN error in JCA Adapter log till the JCA adapter is restarted.
