Customer attempted to add a new Outage Type in Storm Man for all conductor classes that allowed phase-wire-down actions.
Stormman was not assigning ERTs to conductors with phase-wire-down conditions, despite the fact the the entries in the STORMMAN_OUTAGE_TYPES, STORMMAN_LOOKUP and TE_COMPOSITE_EXPRESSIONS were correct.
The DEVICE_CLASS entries in TE_EXPRESSIONS listed each of the conductor classes.
