Symptoms
On RMB v2.9.0.0.0, Unable to end date pricing via FRT
Business scenario : User to end date the exception pricing for many records via FRT, so that standard pricelist pricing will be taken for billing.
We have a pricing effective for a charge code from 01/01/2020 which is being reffered by bills till 08/31/2021.
Now operations is end dating this pricing with 8/31/2021 (editing the exising pricing).
Records are getting a failure.
Note that when we do the same operation via UI, we are getting soft warning message where user can bypass and end date the pricing.
ACTUAL BEHAVIOR

It throws error saying Price Assignment is being referred by bills
EXPECTED BEHAVIOR
----------------------------------
It should allow to end date the pricing with same date as bill end date
STEPS
------------------
1. Consider a pricing which has been referred in a bill and it may have a step tier rate schedule as well
2. Now try to edit and put end date on pricing with same date as bill end date
