Search For Changes With The 'Approver Action' And $STATUSTYPE.REVIEW Incorrect (Doc ID 2852527.1)

ACTUAL BEHAVIOR
---------------
Advanced search criteria not returning expected results when searching for changes with the 'Approver Action' and $STATUSTYPE.REVIEW.

Example:
Changes: Object search
Change Analyst in Admin; And
Status in $STATUSTYPE.REVIEW; And
Approver Action Not Equal to Awaiting Approval;

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In Java Client > Admin > System Settings > Smart Rules Demotion Signoff
Removal Smartrule set to Remove
2. Login to Web Client as admin and Create a Change Order: C00001
3. Set Change Analyst equal to 'Admin'.
4. Promote C00001 to CCB Status, and add 'Admin' as approver for CCB status.
5. As Admin, approve CCB Workflow status.
6. Demote Workflow status back to Pending. (In workflow tab of the change,
PREVIOUS routing cycle displays Approver Action: "Approved")
7. Promote C00001 back to CCB Status, and add 'Admin' as approver for CCB
status. (In workflow tab of the change, CURRENT routing cycle displays
Approver Action: "Awaiting Approval")
8. Observe the workflow tab of the change, PREVIOUS routing cycle displays
Approver Action: "Approved" and CURRENT routing cycle displays Approver
Action: "Awaiting Approval"
8. Execute the advanced search:
Change Analyst > In > admin
Status > In > $STATUSTYPE.REVIEW
Approver Action > Not Equal To > Awaiting Approval

Result: C00001 IS NOT DISPLAYED in search result
