One-time Discount is not Included in RATE_DISCOUNT_EVENT Input Flist after Upgrade from BRM 7.5 PS18 to BRM 12 PS4

Symptoms
After upgrade from Billing and Revenue Management (BRM) 7.5 Patch Set (PS) 18 to BRM12 PS4, the user found that one-time discounts are not being applied.
The one-time discounts are not being added to the PIN_FLD_DISCOUNT_LIST array in the RATE_DISCOUNT_EVENT input for the discount pipeline to generate the charge in BRM 12, however, this works successfully in 7.5PS18.

The issue can be reproduced at will with the following steps:
1. Call opcode PCM_OP_SUBSCRIPTION_PURCHASE_FEES with below input FLIST
