"Fetch Failed" Message When Open A Case

Information in this document applies to any platform.
When opening a case in ECM, an error message "Fetch failed" shown. Then inside the case, the details bar (Case Id, Title, status, Priority) disappeared.
Steps to Reproduce Problem
Login into UI -> ECM ->Search Case -> Click on the case to open
To view full details, sign in with your My Oracle Support account.
