Unable to import MSP XML file created from Microsoft Project, project initially created from a P6 MSP XML

Symptoms
After importing a P6 created MSP XML to Microsoft Project and exporting it from Microsoft Project to a new XML file, the file becomes corrupt.
1. When importing the newly created XML file from Microsoft Project back to Microsoft Project, below error is displayed:
"We're sorry. There seems to be a problem with this file that keeps us from opening it. Please try using a backup copy if available."
2. If imported to P6, the process would fail and below error log is generated in the log file:
Unexpected EOF in prolog
at [row,col {unknown-source}]: [3,0]
