How to Confirm that a Change Event was Triggered and Generated a Connectorconfig Message (Doc ID 2856113.1)

Goal

There is a change event rule that is supposed to generate a message every time a new policy is created; this message is sent to OIG, using a connector config and is later processed in ORMB.
For one specific policy, the change event seems to have not triggered  (or if it was, it was not considered in the connector config process) because it never arrived in ORMB.

There were no errors in the log file.  How can we be sure that OHI actually generated this message, and it was sent to OIG?

We would like to get a query (SQL/API), to be able to link a policy/group client to a event/change event/aggregated message. Just so we can "debug" the issue more easily.
 
STEPS TO REPRODUCE:
Create a change event rule at policy level to create a message in 'INSERT'
Create a connector config for the policy table, sending the message to OIG.

How can I trace it? How can I see in OHI that this policy message has been sent?

WORKAROUND: We submit the policy again, to have it generate a new message.
