FTP 8.0.5 Processing Slow Performance Issue

Symptoms
On FTP 8.0.5, all FTP engine batches are running abnormally slow during production processing. All standard batches that normally run in 10-15 minutes are taking more than 2-3 hours. The slowness is not tied to a specific product, FTP process, or instrument table (appears to be widespread).
Other tasks like SQL Rules are running in expected times.
DBA gathered schema stats and recycled server and services but the performance issue continues.
DBA is not seeing any issues with network/server or database performance.
Changes
Issue seems to have appeared after applying non related Break Identification patches (not FTP engine patches):
