Goal

Getting error while publishing reauthorization requests (RAR) notifications in Elastic Charging Engine (ECE).

Steps to reproduce:
1: Created account with basic Plan(100MB).
2: Processing usage CCR-I, GSU=60MB
3: CCR-U, USU=60MB and CCA-U with GSU=40MB with Final-Unit-Action=TERMINATE.
4: Purchased Addon bundle, which will give non-currency balance to the user.
