PROBLEM

Oracle ASCP Workbench Requesting user to select Location when Releasing Planned Order (Buy item)
This issue occurs when a user in a specific Organization clicks the SAVE button after checking the "Release" flag for a Buy Item Planned Order.
This does not happen when attempting to release a Planned Order for a make item in this Organization.
We've attempted to replicate the issue in other Organizations, but it seems to be specific to this Org.
STEPS

ASCP / Supply Chain Plan / Workbench
Query for planned orders in specific org
Click release box, Click save
