Symptoms

Charaters are garbled .csv file when exporting list from Reports > Compliance > Submitted screen.

Steps to reproduce:
1. Go to Reports > Compliance > Submitted screen
2. Enter search criteria
3. Click export button
4. Open the .csv file
5. Charaters in the file are garbled
