Target Folder Still Missing From Object Migration User Interface After Re-Start of Web Server (Doc ID 2857247.1)

Symptoms

After adding a new Folder, when running Object Migration in the PROD environment to import in objects from the QA environment, you are getting the error below:

Object Destination Folder...<New Folder> Doesn't Exist in Target Environment.[id:205796,name:<Rule Name>,type:10,Source Folder:<New Folder>,Target Folder:<New Folder>]

In Object Administration > Object Migration, in the rule created for Object Migration, the new folder is missing from the Target Folder drop down list.

You stopped and re-started the Web Server (Weblogic) but the folder is still missing after the re-start.

You did not have this issue in other environments (QA, DEV, and TEST).
