Ongoing Calls/Data Sessions Failing due to Missing MFiles (Doc ID 2857331.1)

Symptoms

On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC), ongoing calls/data sessions may fail with the following errors being logged:

Dec 3 00:02:34.502786 beVWARS(22458) WARNING: Processing Exception on VWARS while processing be::Protocol Message: Unable to create MFILE '/IN/service_packages/CCS/MFile/11D20211202230737' Handle: No such file or directory
Dec 3 00:03:24.796911 beVWARS(22458) ERROR: Failed to commit reservation, exception: Unable to create MFILE '/IN/service_packages/CCS/MFile/11D20211202230737' Handle: No such file or directory

These errors occur after a Voucher and Wallet Server (VWS) failover if a Memory File (MFile) is created while one of the VWS' is not reachable and result in the call/data session being dropped.

To reproduce this issue:

1. Completely stop the primary VWS.  This includes the Service Logic Execution Environment (SLEE) processes as well as the init/service processes
2. Start voice calls or data sessions on the secondary VWS
3. Create a new MFile
4. Start the SLEE on the primary VWS without starting the init/service processes or before replication has "caught up"
