Symptoms

After applying patch to upgrade Elastic Charging Engine (ECE) from 11.3.9.0.13 to version 11.3.9.0.17, when restart ECE, the user gets below error in RatedEventFormatter log


STEPS

The issue can be reproduced at will with the following steps:

1. Upgrade ECE from 11.3.9.0.13 to version 11.3.9.0.17
2. Start ECE
